I would guess it's done with Illustrator, sadly a program I know little about. I say Illustrator because it has more advanced path stroking capabilities, although perhaps it could be replicated from Photoshop, but I imagine a painful process of trial and error.
Could you contact the creator of the t-shirt and ask them?

hey thanks for the suggestions, since i posted the topic ive found out who made the print; ben heine (http://www.benheine.com if anyone else whould be interested), apparently some pretty known artist (so im not really sure he would share the technique?? -but on the other hand theres a bigger chance that somebody has copied his technique and written about it..)
im know allmost nothing of illustrator as well, so making it in there would require a much more detailed tutorial for me hehe, so im still on the lookout for help on this..

I would definitely ask him how he goes about his work. He may not give you the full story, but hopefully he will give you some hints to get you going.
It says for the Eminem image that he spent 9 'intensive' days to finish it. So it's obviously not easy stuff to do even if he told you everything that is involved.
There is an interview with him here which makes it sound as if he uses Photoshop and not illustrator for his work but who knows:
