Anyone got any tips to remove a green colour cast across areas of a picture caused by (very) out of focus bars/ cage mesh?

without seeing the image it is near impossible to say.The stamp tool comes to mind but like I said, without seeing it I think I'm no help and most others

Like iDad said it's difficult without seeing the photo in question. But...you might try a hue/saturation adjustment layer. Select green from the dropdown list.

If you post the image, I could help or do it for you...otherwise without a kind of a description it would be hard to understand what is wrong and how it is to be fixxed.
My only guess is the Curves tool or perhaps a photofilter....if you're talking about a kind of lens vignettting but with a green colour..

I think the best tool for this yob is the "Variations" command

Go to Image/Adjustments/Variations and choose the "More Blue" or maybe "More Red" just play around.
